Biography: A native of Western Springs, Rhoads graduated from Lyons Township High School and Loyola Unversity of Chicago in 1971. He also attended the Graduate School of Government at American University in 1973. He served in the Illinois State Senate from 1977 to 1983 and wrote editorials for ''The Chicago Sun-Times'' from 1984 to 1989. He served six years in the U.S. Army Reserve and taught as a Fellow of the Institute of Politics and the John F. Kennedy School of Government at Harvard University in 1982. His articles have been published in ''The Wall Street Journal'', ''The Washington Post'', ''The Washington Times'', and ''Illinois Issues'' magazine. He was president of the Illinois State Society of Washington, DC in 1990 and served three years as president of the National Conference of State Societies from 1992-1993 and 2000-2002. He is the author of ''Land of Lincoln, Thy Wondrous Story: Through the Eyes of the Illinois State Society''.
