He was educated in Illinois. Recieved his Ph.D. in 1970 from the University of Illinois-Urbana. M.A. in Spanish in 1968 at Roosevelt University, Chicago. And B.A. in French and Spanish, 1962-1966 from University of Illinois-Urbana.

Romero is the Professor of Hispanic Studies, Department of Modern Languages and Literatures at the University of Texas Pan-American.
